Public Policy Advisory Committee

The Public Policy Advisory Committee provides leadership to address government issues on city, county, state and federal basis. The PPAC meets each month at the HBA. All members are welcome to participate. As part of its mission, the PPAC tracks new rules, standards and fees as they are implemented on a city-by-city basis. These efforts keep the HBA membership aware of ordinance changes and educate elected officials on the impact of their policy decisions. The group also encourages consistent interpretation of codes by hosting quarterly meetings with area building officials.

Second, the PPAC is charged with providing expert testimony to the Legislature and local governments in a five-county region. The group actively supports Texas Association of Builders’ initiatives to encourage uniform or standard building and development practices. Third, the PPAC is the forum designated with the protection of property rights. The group has provided written testimony on Endangered Species standards for both the salamander species and cave invertebrates habitat.

Finally, HBA’s key advocacy role is to provide information on the need for housing affordability and the adverse socioeconomic impacts that come from ordinances that hinder it. Examples of municipal issues that affect affordability include minimum lot sizes, masonry standards, street width mandates, high impact fees, building permits used as profit centers, landscaping standards and lengthy development processes. Contact the designated staff contact for more information.
