Hays County Water: Plans for the Future
Speaker: Graham Moore, Alliance Water
Graham Moore is a licensed professional engineer who became the first Executive Director of the Hays Caldwell Public Utility Agency, the predecessor to the Alliance Regional Water Authority, in 2014. Prior to joining Alliance Water, Mr. Moore was a consulting engineer with 17 years of experience primarily on municipal projects, particularly on long-range water planning projects and design and management of pump stations. Mr. Moore moved to Central Texas in 2000 and began focusing his efforts in Hays County in 2008.
Alliance Water is a conservation and reclamation district created by the 85th Texas Legislature in SB 1198 which converted the Hays Caldwell Public Utility Agency to Alliance Water. Alliance Water is a political subdivision of the State of Texas and has four Sponsors: the City of Kyle, the City of Buda, the City of San Marcos, and the Canyon Regional Water Authority. Alliance Water was formed to jointly pursue a water supply project in the Carrizo and Wilcox aquifers in an area near the intersection of Bastrop, Caldwell, Fayette and Gonzales counties. Alliance Water is completing the planning phase of the Carrizo project, has recently secured funding for the project through the Texas Water Development Board and intends to begin supplying Carrizo water to its Sponsors in the year 2023.
