The Hays County Chapter meets the first Tuesday of the third month in each quarter.

Kyle City Manager Scott Sellers will discuss water, wastewater, and development issues in Kyle. He will also be giving a high level economic development report for the city.
About Scott Sellers:
Mr. Sellers graduated cum laude from the Marriott School of Management at Brigham Young University with a Master’s Degree in Public Administration. As the city manager of Kyle, Texas, he oversees an annual budget of more than $80 million and 200+ employees in one of the fastest-growing cities in the nation.
During his career he has also successfully managed the cities of Kilgore, Texas, Montrose, Colorado, and Centralia, Illinois. Scott has been involved in the creation and/or oversight of multiple Tax Increment Finance districts, Public Improvement Districts, Municipal Utility Districts, a Business Improvement District and Downtown Development Authority. He has negotiated a number of agreements resulting in tens of thousands of residential units in various phases of development. He has also negotiated a variety of successful commercial and industrial developments. In Kyle, Mr. Sellers has worked to develop and implement master plans for water, stormwater, wastewater, recreation, transportation, planning, and economic development.
His efforts have earned him the ICMA Community Sustainability Award, SGR Innovative Thought Leader Award, Public Technology Institute Innovation Award, 3CMA Savvy Award of Excellence, GFOA Distinguished Budget Presentation Award, and the ICMA Certificate of Excellence.
Scott is a graduate of the University of Oklahoma’s Economic Development Institute, received the Certified Public Manager (CPM) credential from the University of Illinois at Springfield, completed the Public Executive Institute from the Lyndon B. Johnson School of Public Affairs at UT-Austin, and is an ICMA Credentialed Manager. He speaks fluent Spanish, is a small business owner, and is frequently a guest lecturer at universities throughout Texas. During his free time he likes to ski, bike, and play the drums, guitar and organ. He and his wife Amy are the proud parents of eight children.
